[EPHA Analysis] Health in the 2015 Annual Growth Survey

On Friday 28 November 2014 the European Commission published the 2015 Annual Growth Survey (AGS), launching the next European Semester of economic policy coordination. This year’s AGS is published as part of the Commission’s Investment Plan to revive the recovery of European economies.

The 2015 AGS notes that ‘Health systems need to be reformed to provide quality healthcare through efficient structures’ and highlights the need to monitor the social impacts of structural reforms over time. In general, the Survey has less to say about health than in previous years and instead focuses on the reform of the European Semester process. This intends to streamline, simplify and improve the implementing arm of the Europe 2020 Strategy, increasing engagement and involvement of the European Parliament, social partners and civil society.

What’s next?

– The AGS announced the review of both the Six Pack and the Two Pack legislation (review available here) which highlighted possible areas for improvement, including reducing the complexity and increasing the transparency of the relevant processes. The review document will now be discussed with the Council and the Parliament.

– The review of the Europe 2020 Strategy, which has been underway for several months, will be published by the Commission in time for discussion at the Spring Council.
